The fuse on pin 16 is rated at 5 amps. Noise from the voltmeter? I'd like to hear more about that. I can see maybe a few nanovolts on pins 4 and 16, how is that an issue?

You can do a lot more with a breakout box than just use a voltmeter or scope on the DLC circuits. For example, you can also use it as a mini power probe to diagnose a malfunctioning power window, door lock or mirror circuit without having to run power and ground leads in from under the hood...

I also looked at the AES LineSPI Smartbob. Nice tool but it doesn't have a voltmeter and not all of the pins have LEDs.

I will try that. Which screw is the fill screw and which is the bleed screw? I'm guessing the leftmost screw (as you are standing behind the handle with the jack pointing away from you) is the fill and the rightmost is the bleed?
