Thx to all for your comments. I was getting 120v when I tested hot to ground on the connections but nothing when I tested hot to hot. Turns out the breaker (new) was defective. I've never had that happen before but heater works normally now with a replacement breaker. Thx again.

I've always wanted to know why; most commercial installs have receptacles with the ground up and residential installs have the ground hole down. Why is that?
