Help With A Dayton 3ug73 Heater

This is my second 3ug73. I left the last one behind in the house/garage I sold last year. It had been so reliable for 8 years that it seemed logical to buy again. I connected this one (new unit) the same as last time, 10 gauge cable through 30 amp dual breaker, the two hot leads to the two connections in the heater and the neutral bus ground to the ground in the heater. Heater does nothing. I am getting power to both hot connections in the heater and I'm also getting power to both connections on the thermostat. Both are hot whether the thermostat is off or at max which seems a little strange to me but at this point I am over the tips of my skis. Any help is much appreciated because I don't want to have to disconnect/take it down off the ceiling/send it back. Thx.

Is that a 2 pole 30 amp cb or a 30 amp tandem breaker?

Are you measuring hot - hot, hot - grd, hot - grd with a voltmeter? What is each reading?

Did you open the heater up with power off at cb and check for disconnected wire(s)?

Can you post pics of breaker panel wiring, heater connection wiring, t-stat wiring.

Is this an attached or detached garage?

Ground wire usually goes to ground bar not neutral bar unless of course its a 3-wire panel...

Thx to all for your comments. I was getting 120v when I tested hot to ground on the connections but nothing when I tested hot to hot. Turns out the breaker (new) was defective. I've never had that happen before but heater works normally now with a replacement breaker. Thx again.
