What are the pro's and con's to using an air thermostat vs a in concrete thermostat for radiant heat. Thanks

I am starting my radiant heat install in a Barndominium. I'm in central Montana and my first question is about vapor barrier under the insulation board under the concrete. Is it necessary? We live in a very dry climate so I'm thinking it will not be needed. What are your thoughts. Thanks John

Here is a picture of my cutter head. I don't think it's a clamshell style.

I paid $220 for it. The cutter head has a 1 3/8" shaft and the head is 4 1/2" in diameter riding in Babbit bearings. Might be hard to retro fit a newer head.
