Today by a local car trunk sale I found this vintage snap on torque meter with a kind of test device. The device comes from Beckman never seen it before. From a first look it seams to be a test rig for material strength. Is anyone familliare with ots function?? Thank you in advance

I got this press from a local shop I will convert it to a normal multipurpose press but I should like to know what it’s use was? The handle is 14,5 inches long and the * cylinder * moves a quart inch. It seams to be used for cyrcular items with a radius of between 2,5 and 14,5 inches perhaps...
