Vintage Snap On torque meter with aknown device!

Today by a local car trunk sale I found this vintage snap on torque meter with a kind of test device.
The device comes from Beckman never seen it before.
From a first look it seams to be a test rig for material strength.
Is anyone familliare with ots function??
