If you haven't had it serviced recently, might be a good idea to have a tech out. 13 SEER is really inefficient, but unless something is wrong it should satisfy the thermostat at those temperature settings.

I'd bite the bullet and go ahead and install a mini split. The amount of electricity it uses should be negligible due to cutting down on the run time for your upstairs unit and not adding the fans.

Mini splits only have 1 service port. I drew vacuum down and put the micron gauge on the 2nd valve core tool so I could valve it off before I released the refrigerant.
I pulled it down under 100 micron and then let the decay test go for 15 minutes even though the directions said I only needed to wait 10. After the 15 minutes, I was right on 500 microns and I called it good.
