If you do get something with screws into the aluminum use anti sieze. It might help down the road.

If the interior slab was demoed you could raise the floor. That would certainly help. Could water be getting blown under the door? Is the garage just in a low area? Is there anywhere the outside water could be channeled to?

Clean the whole area with the citus remover. But start in one little spot that no one would notice and see what the stain looks like after applied on citus cleaned concrete. The citrus cleaner I used made quick work of tile glue. Just an idea

A good concrete overlay is what you need. I used to install elitecrete.com stuff. I think you could probably find some overlay from butterfield and install it. Its all about the prep. As far as the drain it will also need a pipe to get somewhere. It can be done its just very involved.
