    Mystery voltage

I'd be curious to know if your hot to neutral yields the same 45VAC as your hot to ground. Perhaps the contractor swapped neutrals inadvertently?

    What wire type is this?

No, no other reason. It's good quality cable, just incorrectly suited for the application. Depending upon the exact routing, if it runs in an air space that is exhausted into the residence (plenum) it must be listed for use there. That sounds right. A contractor would never voluntarily opt...

    Gfci?

4-6 mA is correct. I can't imagine a scenario where one could feel a tingle, but it wouldn't trip the GFCI. I've never heard of a GFCI failing to work, but that's probably my ignorance. Sounds like you have a bad one. I'd replace it immediately if it were me.

    help wiring breaker box

wyliediesels, lots of good points. I get the feeling that the 4 wire feed is coincidental or arbitrary as in "he had it there." He stated that "he ran out" so I took it as meaning it was used because he had it. As you said, there are too many unknowns. Most of them appear to be by the OP...

    Pulling MHF through conduit

A cut-off top from a 2 liter soda bottle (or Gatorade bottle, or ANY tapered plastic bottle) and duct tape to cushion the seal.

    help wiring breaker box

Just guessing here but it seems like the rack for the breakers should be turned 90 degrees in the enclosure. The reason your "green is too big" is because the wires are WAY oversized for this single phase breaker apparatus. "A" phase would be the left, and "B" phase would be the right sides of...

    Dishwasher not filling

Re. #1, Shut water supply, disconnect the supply line; suspend line over bucket and turn water supply back on. Simple enough. Chances are the issue is integral to the dishwasher, and not the plumbing of the residence, but one never knows. Re. #2, remove the inlet valve from the unit and...

    Bedroom Outlet Question

Seems to be unknown whether or not the outlet is an end-of-line outlet. Whether it is or isn't, too many variables exist to for this to be cut and dry. The neutral that was incorrectly landed to the box probably left black because the neutral is a grounded conductor; meaning where it's...

    Noob "Must Have" Electrical Tools?

Agreed. I use the Roberts tip of my Klein 11 in 1 for those screws. They work perfectly. That tip holds it so well, sometimes when the screwdriver is pulled out, the tip remains in the screw head! :)

    Noob "Must Have" Electrical Tools?

Sidecutters, 10 in 1 screwdriver, or two sets of slotted and Phillips (#1 and #2) screwdrivers, trim screwdriver, diagonal cutters, needle nose pliers, wire strippers, multimeter, non-contact voltage detector (tick tracer), channel locks. This'll get you started.

    Two GFIs on One Circuit

The notion that multiple GFCI's on a circuit causes tripping is nonsense. They work independently, and one is not affected by the other--except that any tripped GFCI will shut down everything downstream of it. That said; there is no good reason to have a GFCI receptacle downstream of another...

    Problem with table saw switch

If the poster recognizes the difference between momentary and maintained, he'll be fine as long as the ratings match. As far as Asian junk; one would be pretty hard pressed to avoid these components nowadays--even in Made In USA items.

    Barn light bulbs

In a suitable enclosure, yes. The bulb itself is rarely rated for indoor/outdoor/wet/damp etc. conditions. The fixture, or housing, is the deciding factor. The classic "barn light" fixture is suitable for wet conditions, but the ballast to drive a M.H. bulb will have to be located remotely...

Laundry Enclosure Not QUITE Deep Enough

Thanks again, all. I would have responded sooner, but this is a rental unit, and I spent all day removing tile at the entry--the tenant trashed the place. I had a lot of time to think while sweating my %*# off, and I might just sandwich the top (where the door buttons ride) with a 2x4 in...

Laundry Enclosure Not QUITE Deep Enough

Thanks for the replies, all. This is a single story condominium, it's the second floor. The dryer flue is located on the side of the enclosure; which is 63" wide (door jambs are 60" wide) and 27" deep. The machines combined width is 54" and they sit between the bump-outs from the door jambs...
