The ballast are what wastes the energy. If you don't get rid of the ballast your not doing much good. Anything that creates heat is wasting energy.

If you could get the CAT 6 plugged into the back of the wife's router. You would have a hard wired connection in your shop. Cat 5 is only good for length's of 300' or less. Cat 6 is longer but I'm not sure how much. Sounds like you should be good for the distance with what you have. Also...
