if the electrician didn't fix the problem you most likely have a bad transformer. voltage should be between 115 and 125 below or above that means you have a bad transformer

do you have a 100 amp service or a 200 amp service? get a meter on test the voltage coming into the panel. make sure you have 120 and 220volts.

any thing on a power pole is illegal besides wires. this is for safety reasons when a lineman is climbing in his hooks.
