For the mounting -
With the way the tank feet are designed I use Hockey Pucks (the solid black rubber style).
They are cheap, relatively easy to find and a 1/2" spade bit drills thru them easily.
Then use basic concrete anchors thru the foot, puck & into the floor.

When I had a commercial space that had a bunch of concrete covered in drywall dust & taping mud, I first scraped up all the mud clumps from the floor & then tried a wet mop. But I found that the dust was both too thick & seemed to just move around more than pick up.

Great Idea on the Solid Wire with Flags for locating.
I did similar but reverse, using wire coat hangers to center locate mounting of UniStrut to the ceiling in garage (stud finder just wasn't accurate enough)...
I've not used the Woodpecker holds, but I've used others that have smooth plastic with little contact edge.
I found success with either blue painters tape (less aggressive) or low tack double sided layup type tape (more bite) adhered to the work surface.
Both can provide the needed texture/tack...
