I have a 7x7 vinyl shed and had placed it on a base that was raised about 12” on pavers. The base is made of 2x8 PT lumber and 3/4” OSB that was painted twice with outdoor paint. Looks like the OSB has buckled and now, need to rebuild it.

How does that apply to 15a/20a breakers? Does it mean that max continuous current out of those should be 12/16A?

That’s called a split bus panel as others have mentioned and were pretty common here in PNW in the 70s.
I had one too and just replaced it with a modern Eaton pane so that it was a main shutoff and to install a generator interlock.
Plus much easier to run new circuits now.
