Good day everyone,

Please take a look at the picture..
1. What are the metal tabs that are bent called? And their purpose?

2. The 1x2 wooden strip that goes through the foundation… I believe it is called spreader cleat and held the plywood pour structure and the builder left it in there. Is that correct understanding?

3. Some of those wooden pieces have rotten out letting water and potentially rodents in. What would you recommend to close them out after I drill out the wood?

Metal tabs are form ties. Usually they have break points that allow the "extra" portion to be removed.

Builder should have removed the form bracing on the footing prior to placing the wall. I would guess they didn't strip the forms until after the wall was completed.

After chiseling out the wood, I would fill with hydraulic cement.

The metal tabs are some kind of tie used to hold the concrete forms together during placement and serve no purpose now. The original contractor should have removed them and patched the hole. Most ties are designed to snap off at or below the surface of the concrete although I don't recognize the type. You could try rapping on them with a hammer or you can just chip around them and grind them off.

The wood strips were also to facilitate forming and ideally would have been removed. I'd use use hydraulic cement i.e waterplug to fill the voids after you get the wood out.
