Yes the rear jaw moves. Seems like a nice vise but it's too small these days. I think I am going to replace it with a columbian mechanics vise I've had for years.
These look pretty nice. I think I'm going to order a pair and see how they do. I had the same issue with the scissors that you do. The Shimano lasted the longest.
