I would use the center hole bolt, or a longer one, with a big thick washer (3/8" plate or thicker) from underneath the bench. Then use swivel hole bolted down to keep it from moving. Keep your eye out for a base which most likely won't happen but you may get lucky.
It looks to me like the shave plate is assembled incorrect. According to the diagram the bolts go through the bucket then the shave plate goes underneath. Currently the bolts go through the shave plate which is over rather then under the bucket.
On the other hand maybe the diagram is incorrect?

I found the answer to the above 1.5 HP question in the KB manual and it's no. A 1.5 HP motor would take the KBAC-27D VFD which needs 22 amps and standard 115 volt circuits max at 20 amps. On Monday I'll see how much my coworker wants for the 1 HP...
