I'd at least use a air/water filter on a 3/4" or 1/2" hose (no piping) out about 20 foot (maybe coiled) then attach a filter. Spray Painting? put a small regulator with mini gage at the gun.
Have not used the surgical shears at home. I do use fiber optics shears used in fiber communication cables and splices.. great size and durable. They are similar with heat treated cutting edges.
Have you tried "extruded punched pilot holes" which form a cylindrical boss about the thickness of the sheet and works with type 25 screws or similar sheet metal thread tapping screws.
Just do not be too picky on custom cut length quality or metals finish if looking for tool mill finish. On plus side they cut longer than requested. Large diameter tubing may have some eccentricity. Overall great to deal with and sometimes better costs than Mc Master Carr (Mc Master ships faster).
Another benefit is the hardware is commercial quality better than big box stores plus they have down load ready 3D solid model CAD files which means I don't have to model or obtain from a fastener file library.
I just use one of the old worn pad (steel backing plate) as a push plate over both or the single cylinders and a apply force with a 6-8" F clamp.
Never have a problem plus stiffer than many of the tools.
Great info from Kevin. Really good terminology info as well.
There is an Ebay dealer which specializes in older obsolete mills..I'll look it up for you.
A few good tools sites.. MSC Direct, Enco, small scale - Little Machine Shop
Interstate makes some decent endmills. Not sure what you will...
Face shields are great in a shop but if under a car on jack stands they are a pita. I used a face shield changing an oil pan and was better than nothing but keot falling off or hitting the frame.
For under glass goggles both 3M and Uvex make those. Many of the one size fits all goggles poorly...
PVC is not as chemical resistant as PP for solvents but weathers better.
PVC can be created lots of ways. Use of plasticizers and flame retardants can be a problem from overseas and USA.
PP has little lower high temp stability but again depends on the polymer chemistry.
PP has better...
A picture would help. I imagine the tap if a 5/8 to 1" V thread is more expensive than the vise.
It depends on the type of thread also, an acme or buttress thread is likely not repairable due to tap style. Does it even have material to tap?
