Are you saying that the "ledge" left behind is not a ledge to tie the floor to the walls but just a seam of concrete that leaked out of the forms during pour? If so, that would explain why the concrete guy doesn't seemed concerned about the fact that he's got 5.5 inches on one side...

Thanks for the reply. It was the concrete guy that that recommended against the XPS between the stem wall and slab. I will ask him specifically whether the floor is non-structual or not. There is a difference in stem width around the perimeter. 5 inches along one 60 foot wall and only 1.5"...
