There are tons of places in Canada to buy epoxy. Niagara protective Coatings - NPC will happily sell retail. They wont offer much in the way of support. IF you just want chemicals, its easy to get. IF you're looking for some hand holding, support one of the vendors on here. They're helpful...

Remove the top layer of the concrete which is thin and brittle. Grinding would work well. You can take a hammer and tap along the floor, and listen to the sound. This might tell you where some weaker areas are, that are about to fail.

Maybe look into a trowel down epoxy.

I try to time my floors depending on the direction of the house. You dont want the sun beating down on your floors adding additional heat.

Why not tile what you can, then build a cover to conceal the pipes. I see it all the time with hydronic floors where the people want to cover the manifolds. Then at least you get nice clean looks where its visible, and a finished cover to conceal the ugly. If its a tiny floor without traffic...

I'm not sure if I totally understand your description. But if I am correctly. You can cut away your floor at the walls, then use rebar to tie in your new floor into the existing floor which is supporting the walls. It shouldn't separate much if it does. Call around to basement lowering...

All the stuff from a big box store will be fine, as it no traffic happens there. Why not just tile it though, like the rest of the garage. 15 square feet wont be a big deal to do.

Let the grinder do the work. Dont be in a huge hurry to attack it. You'll find it will stay flatter on the ground if your patient. The end result will be better, and dust collection too.

You can sand the few areas flat, then take a little bit of top coat, and drop a teeny tiny bit into the crater. The crater might not have any top coat in the bottom, so the floor could get damaged, the top coat might start to fail in those areas. Its an easy fix. IT should be...
