I also have a black USA made Goodyear rubber hose that is roughly 10 years old that is doing the same thing.
In the winter it gets oily and sticky like it's venting off chemicals or something, but is in like new condition with no cracks or anything just sticky when cold.

I am kinda thinking Columbian might of cast it for them since they were out of Cleavland, Ohio and it looks similar to a Columbian vise.
