    Flat stock that bridges the concrete/sill plate gap would be very helpful for mouse intrusion even if it doesn't go all the way below grade.

    Yes, if I wasn't trying to extend the siding down onto the concrete I think that is probably the best solution. That could work, you could fasten it outside of the sheathing and bend it towards the concrete so it doesn't get disintegrated by the treated sill plate. Hopefully it would be tight...
