Attaching angle iron between sheetrock and interior brick wall
Just get a sheetmetal shop(hvac) to break some 18-20ga metal to your sizes,light easy to fasten....Done.

No control joints in concrete?
Rebar on 18"-24" centers(subject to codes) with 6x6 steel mesh on top and add fiber to the mix.

Anchoring a Tire Changer
I would try to fab wheel mounts that allow it to raise to move and lower when using.There are some equipment dollies made to do this,just have to make sure it can take the weight.

Can't raise the roof, lower the floor ?
Can you just raise the walls 2ft and reframe the roof to fit?What is total height you are allowed?Depending on roof pitch it will vary.

Doing all 6 sides could trap any moisture remaining in the wood and may cause other issues.Wood needs to breathe.

Water Softener help... filling with water Kenmore Ultrasoft 280
Is that clamp on your copper pipe steel or galvanize metal.If so isolate the metal to metal contact with some rubber bike tube.
