Alarm.com and. 2gig cellular panel works out well. You can do a wired expansion module and re use all the wired sensors. Then do self monitored or a monitoring service.
What and how many cameras are you running? Blue iris is decent but some of the other big commercial nvr software is also an option for a reasonable price.

Most of the equipment i used cameras with I/O were axis p1425 mk2 but they offer alot of models with I/O that can be setup to do alot with just the camera no special recording software needed. Also have used american dynamics and lots of over manufacturers offer on board I/O
This can be solved with a fiber / power run. Or run power over coax using a good quality direct bury rg59/rg11 and you can do poe over coax for a single camera out to about 1000’ lots of adapter options on amazon for under $100.
This power over coax is the same as power over ethernet just lets...
Cat6 is probably overkill but cost wise it keeps you future proof. Get a good quality shielded cable. If I use an nvr from a kit system i just put it out of the way like a laundry room or closet under the stairs.

Realistically you are probably going to need a Infrared illuminator at 90’ depending on how much detail you want. I would agree not to get hooked on 4k cameras. Pixel size decreases on the image sensor gets smaller and impacts low light performance unless you increase the image sensor size...
What cameras and software? As said above multiple smaller motion windows and sensitivity adjustments. Some cameras also have short lived object settings etc to help filter out bugs.
Check out OpenLPR. You can use the free cloudapi and automatically log plates. The 1000 plate reads is normally plenty for residential.

Ive had a axis p1425-LE mkII and axis m2025-le holdup against real temperatures at or below the -22F rating. Remember windchill doesn’t impact cameras. The m2025-le is available for around $325 or the axis companion bullet-LE is around $225 but locks you into axis software.
1TB is a decent starting point. I get 5-7 days per camera on some 64gb SD card based installs ive done with 2mp/1080p cameras @ 12fps and 24/7 recording using axis zip stream
