    Why we need building permits

    I have been an Electrician since 1986, and I have seen worse. People who don't to pull permits, are cutting corners, period. If you have nothing to hide, pull a permit.

    6ga wire to subpanel 50amp or 60amp breaker

    NEC will allow 60Amp, but save your money unless you want a welder in your Garage. Really, it is dependant on your load in the garage not based on the wire size. If your home has 100Amp service, again don't bother with the 60Amp Breaker.
