We have a Parker unit that Is hydraulic. Probably cost a bunch plus the dies for each size. The Parker store here rents them out so maybe give them a call.
I would spot it and then go after it with the 39/64th. It will save some time and will work out just fine. Lots of time is wasted stepping up sizes in my opinion. Just make sure you run that reamer on a slow speed and with a good amount of oil.

Just use a decent and sharp drill bit. Hit it with a spotting bit and then get after it with the drill press you already have. 430 rpm is a kinda fast but will still work for you. No reason to buy or rent tools when you already have what you need.
for mig welding I use caiman 1869 which are nice when new but after you wear them a little they break in and are great. When things get hot I put one of those reflective heat shields on my left hand. Works out great for me.
The style that the Genius are don't work well for me. They have a straight shank so they fall out of the driver. I have some Dewalts that are like that because they are super long but I regret every time I use them.
9100xx is the best helmet I have used. Its has a big viewing area, side windows and great vision. I only use it for tig though because I'm cheap and the lens' cost more than others. I use whatever is closest for mig and stick.
I would replace them with Milton. I believe those a checked on both sides so they are not ideal fro air tools. So I think you have several strikes. Way overkill on the pressure, way overkill on the price and not suited for your air tools. Three strikes and your out.
