    Stripping paint off a car...

    I use a variable speed sander/polisher with a foam pad that accepts 8" sticky back sanding discs. I usually use 80 grit. If the vehicle has been painted several times you can start with paint stripper and speed the process us.

    Quick sand and polish (definitely more to come) Installed in truck Still leaning towards painting the recessed sections where the switches are located to make it look more at home and not just a block of aluminum mounted under the dash. But overall I think it fits the truck.

    Treading steel caster wheels. Help cutting rubber.

    I have cut 1" thick rubber blocks on my metal bandsaw and they turned out very good. I think cutting slow on table saw would work. Freezing the rubber first with likely help. I also think epoxy with pop rivets will do what you are wanting considering the old rubber was likely just bonded on.
