    I'd go with the Williams and as others have suggested, if you want the 80 tooth Snap-on ratchet you can find a like new one on ebay for $50 - $75. The USA Williams stuff is excellent quality.

    Yes I have one for identifying small part numbers on bearings, electrical parts, etc. It gets loaned out occasionally and is handy to have.

    Got a metal cart, how would you turn it into a tool cart?

    I would use a cantilever tool box on top. They hold and organize a lot of tools and when full can be heavier than what you would want to carry any distance. Use the bottom two shelves for supplies or tools too large for the box.

    Between home and work I use Snap-on, Matco, and Armstrong. I like the Armstrong and find them comparable to the Matco. I picked up the Armstrong from eBay and got very reasonable prices on like-new sets.
