    To the OP, do what 404 said as far as the EGR goes. Either you will find that it is working ok or that it is partially open causing all your problems at idle. Lucky that you guys dont have to test for NoX.

    I know that the EGR is closed at idle but when a vehicle is emission tested on the dyno the EGR system cannot be tampered with as NoX will go up.     Thats not right, 1k RPM is too high. It should be about 750 RPM depending on if it is a manual or automatic but if you look under the hood there should be a decal that states what the base RPM is. Also wouldnt hurt to clean the throttle blade and body prior to setting your base idle.
