Looks like a bank cabinet. Banks use all sort of cabinets like this to lock up paperwork, withdrawal, slips etc.

Amazingly the seller actually listed these as "Plomb tools" in the tool section. You're right though. It's pretty unusual to find more than a couple of pieces at once. You're still welcome to come over and dig through my "surplus" tools whenever you want.;)
