Any way to repair frost damage to concrete?

It's not frost damage. I've seen this happen for a couple of different reasons one is surface drying. On hot, sunny, windy days the top of the concrete loses too much water and doesn't cure properly, it's weak and not bonded to the concrete below it. The other reason comes from how the concrete...

BUILDING NEW 20x24 Need some help/suggestions

It's hard to judge the grade from a set of photos but in general I'd try to keep the dirt away from your slab with a short retaining wall. Bring in some gravel or sand and keep the slab as high as practical. Then build a retaining wall a few feet away from your building.

    Block or poured concrete walls.

If the bid for was for poured walls 4 ft. high and 8in. thick with rebar and 8in by 16in. footings with rebar then I think that's a darn good price. Poured walls are several times stronger than block. I'd be surprised if you could get block walls put up much cheaper.

    concrete thickness

If you know you're going to put in a two post lift find out what you need for it's base and pour that before the floor. 4 inches of 4,000 lbs. concrete with #4 rebar or wire mesh panels is sufficient for weight you are planning. Put a good compacted sand base under it and a plastic vapor barrier...
