If that is meant to be permanent, then that is some crappy workmanship. Most likely just the form for the pour. But the pressure treated wall gives me pause. That seems to be built to stay.

My 01 2500 Hd with an extended cab and 8ft box has a sweep up on the frame rail, the rear lift arms have to go on the spring hanger which brings the truck way forward. But it seems to lift balanced, even though i can open the door on the truck and completely miss the post because im so far forward.

The 3000 psi spec must be to hold the wedge anchors from uplift during an improper lift, because figuring roughly 3 sq ft of surface area for an average two post lift it would take 1,080,000 pounds to fail a 2500 psi slab.
