Found a No26 from the Newark days today at Rogers flea market (OH) for $1. I didn’t have an example of this model, though I do have a couple similar ones. Wasn’t sure of age till I got some rust scraped off. Looking forward to doing a careful conserve when I get back home. EDIT - all cleaned up:

I don’t think so. The Enders/Shapleigh/Simmons Oak Leaf has nine lobes, and is horizontal. This has four lobes. I think overall, that pliers looks German-made.
