it is triggered by the unloader switch on your pressure switch. It relieves the the pressure between the tank check valve and your compressor piston, allowing the motor to start up without a heavy load on it. It leaks every time the compressor switches off.

I dunno about the top for sure without seeing it. Probably just bad gaskets. Replace and flatten the head in case it is warped. That little brass guy is part of the unloader valve. It is supposed to leak :)
