As I understand things, im not sure the water thing does anything before the inlet valve. The problem is in their wisdom designers of engines decided to inject straight into the cylinder rather than through the port, hence the inlet valve doesn't get washed with gas and gets gummed up.

Thats pretty much how I see it tbh, its a compromise as you can only do so much cleaning through the port. With the head apart and valves out you can do a proper job and you've the opportunity see and sort any other issues while you're there. Heres a screenie from the web that shows what I mean...
