Don't know if I'm on the same page as the OP, but what I've done to create a mow strip along a fence was to use the tiller attachment for my Stihl Kombi. Broke up the ground with the tiller and easily shoveled it out. A good dose of Preen a couple of times during the year keeps the grass/weeds...
