The red wire is the 2nd leg of the sub panel, its 220 V. Good idea to tighten the neuts in the panel. Panel is probably ok , but you should explore costs for an upgrade. I would not remove every device in your house to tighten screws you will create more trouble than you will fix.

Is it possible that the ballasts are not 120v ballasts. They make many different ballasts for different input voltages. Try isolating one fixture at a time with a plug in cord to see if individual fix will work. Try swapping some lamps.

As long as it is insulated it should be fine. It is actually unusual these days to have wire in conduit that is bundled.

With these small compact mig welders, just about anyone can weld. Practice is all it takes.

Oh, I almost forgot you can buy electrical box extenders so you would not have to move boxes out or use ridiculous long screws. They are sometimes called plaster rings. Just easier to work with. IMO
