It's not the shortest, but the smallest *head* ratchet I have is the Gearwrench 81025. I love this little guy. Smooth action, fine tooth, tiny head, accepts both 1/4" square drive sockets and 1/4" hex drive bits. Surprisingly ergonomic. If it can't fit somewhere, you aren't getting a socket there!
