Fixed it! I took the brush housing out and found that one of the brushes were stuck.

I have a Wen Oscillating Spindle Sander that I bought about 2 yrs ago. I've only used it a couple of times. I just pulled it out after it had been sitting for a year or so and noticed that it won't stay running very well... it just sputters like it has a short circuit. Here's a video...
