Anyone interested in this old EMD Locomotive Bell? Located in East Texas

So I was given these items yesterday. The Blackhawk jack is complete however, the front wheels are seized up and the handle is locked in place without a key. Judging by the looks I'd say it from the 40's-50's. I would welcome anymore info on the jack. These Jack stands are AJAX Silver Horse...
