FYI, there actually is special cable for electric hoist pendants. It has multiple conductors plus 1/8" braided cable inside the rubber outer cover for mechanical strength for pulling on the hoist trolley. It is super expensive per foot.

Man that's a lot of former tank wall thickness laying there on the ground. Most tank data plates specify tank shell and head minimum thickness, which means any thinner due to corrosion is not acceptable. From the pictures, I'd declare that tank 'done'.

When I want to run and load up my 185 cfm IR diesel, I put one of those mufflers on the outlet and it quiets it quite a bit. Still loud but somewhat more muffled

Lawnmower muffler can help. Stuff it with stainless steel wool for even more muffling
