Another issue might be the landing outside the door. With an in swinging door my town allows the landing to a step down from the floor grade. For an out swinging door they require it to be at floor grade.

I checked my dies and some have them and some do not. They are on 2, 2-1/2 or 3" bolt circle depending on the size of the dies. Some are 1/2" some are 1". I do not remember ever using them.

I assume you are referring to the sprinkler requirement. It does raise the question: If the city disconnects the water for late payment (also turning off the sprinklers) and there is a fire, does the city have a liability for turning off the fire sprinklers?

My municipality requires something like this for water meters so their workers won't get fried changing meters. They still jumper them also.

My utility uses rex meters made by Elster. They have over 1/2 milllion installed already. Plans are to have the other 1/2 of their customers changed over within a few years. I don't know where they are made.
