    I am retired but my shop panelboard is behind a door if access is needed, just close the door. now the panelboard in the back room would make a OSHA inspector **** their pants & a write up but they don't have jurisdiction there.

    Massachusetts adopts the latest edition of the NEC very quickly after the release of a new code edition, & one GFCI can protect the downstream outlets on a circuit, which is also how they should be done.

    If the house was built in 1971, it is a Bryant, & Siemens (the main) is not UL classified for BR panels.

    Which PoCo? PG&E requires a 3" conduit for underground services. The days of 2" being used in any new UG service is gone.

    Then you need to deal with SMUD, Sacramento Municipal Utility District, I only dealt with them once & it took forever to restore power thankfully the house was vacant.

    Wiring question on Square D motor controller

    I'll pile on about NM cable, AKA "Romex®" being used, ,where subject to vibration stranded wire should be used, I have only seen stranded NM cable once. The SQ D type S starter is a good one, beats the ones w/ a **** definite purpose contactor, or cheap ChiCom IEC starters.

    LED M59 Replacement Worthwhile?

    When the local Costco replaced their Holophane MH fixtures that had LED replacements that were direct replacement for 175-400W, pulse or probe start lamps, I do not know how much they cost but I love them. they are not corn cob style, more of a resemblance to the shape of a reflector lamp.

    Voltage callout of 200/1/60

    200 volts is the rated voltage of equipment intended to be used with a 208V supply. I have a couple of Rockwell machines with 200V 3Ø motors dating back to the early 1970's, both the shaper & 7" grinder were former school machines & they both run off a 240V 1Ø supply with VFD's.

    Subpanel

    The CH panel was the highest quality load center available at the time Eaton cheapened them since then but they are still a desirable panel & has a copper bus unlike SQ D Homeline.

    Hot water heater for the shop - exploring options

    I lived with a 10 gallon electric water heater many decades ago learned to shower quickly with a low flow shower head would have been better but was not a option, a 10 gallon WH on a timer would work well.
