Seems like attaching the whole laminate to the pegboard then drilling from the back of the pegboard through the laminate into a sacrificial board is the best way to prevent tear out and alignment issues.

It sounds like your palm sander has dust extraction. The best solution I've found for small patches is a sanding screen cut down to fit a palm sander hooked up to a shop vac. If you don't do something about the dust it'll fall all over you and make a huge mess. Compound is VERY dusty to sand.
