I found that the bushing was the culprit and was simply moving. Does the bushing sit flat or is it supposed to stick up a bit to keep the pulley up from the head? The pulley no longer moves but sounds like a freight train when running

I thought the same thing so I pulled the pulley off and reset it. I tightened the collar and the motor couldn't spin the pulley but as soon as I backed off on the collar just a tiny bit and i was having zero trouble
