Help with vintage Dunlap 103.23622

Hey guys. I replaced all the bushings on my Dunlap 12 3/4 drill press but am having some trouble with the pulley. First and foremost when I tore it apart a rubber oring was on the upper shaft and I can't find an oring in the manual at all. Could this be an error made by whomever tore it down last? Then the problem I am having is after I put everything back together and I knocked the pulley down so I can lock in set screws. The pulley sounds like it's rubbing on the head. Every time I pull the handle it gets loud and I can see the pulley slightly rising and lowering when I pull the handle. Any clues?

I found that the bushing was the culprit and was simply moving. Does the bushing sit flat or is it supposed to stick up a bit to keep the pulley up from the head? The pulley no longer moves but sounds like a freight train when running
