But...the new machine has a newer version of the encoder / codestrip. He swapped all the parts he could (most were the same) to see so basically narrowed it down...

    Coats 1001 wheel balancer display...please help!

    Just closing the loop here for other searching. It ended up being the socket for the main chip. Solution was to remove chip, desolder the socket and solder the chip directly to the board. Working perfectly now.
