    Do you know how hot the floor was? Did you store your top coat in a hot car or place before you used it? If the coatings was stored inside of a hot space before use, it won’t bond or level properly and it would speed up the curing process.

    Might be too late at this point but if there are only a few small areas like this, they can use the clearcoat like glue and lightly fill these in with additional chips. Once the "glue" has tacked off they can clear the entire floor.
