Might be too late at this point but if there are only a few small areas like this, they can use the clearcoat like glue and lightly fill these in with additional chips. Once the "glue" has tacked off they can clear the entire floor.

HellFire can be topcoated with HellFire Clearcoat. However, HF is plenty resistant enough for most jobs. The clearcoat also nullifies the heat resistant capability that most hobbyists/professionals appreciate when welding.
