1 MORE question (Ok, I lied) ID this please

Sorting out tools and I found this Blue Point tool, part number GA 454. That part number is not in the current Snap On catalog website. Whatisit???

It has a date code symbol which I found on the Snap On date code chart for 1999.

That probably means it's too new for me...probably not used on Hupmobiles or big block Chevelles.

Below is a detail shot of the business end of this unknown tool.
