It looks like they may have wised up and change their terms. A few months ago, when I purchased eBay GC's at my local grocery store (they had their own promo) and tried using with the sale eBay was having, it would not combine.
All I can find now is: "Only eight (8) incentive codes can be accepted per check-out transaction. These codes include eBay Gift Cards, eBay Gift Certificates, eBay Bucks, and coupons."
I was very unhappy with the situation, as the gift cards were no treated as cash, but a promotion. All I know is I won't be getting eBay GCs in the near future until I know for sure they will work anytime I want

It doesn’t say it can’t be used in combination with other promos. It sound like their intent is to say they will only accept 8 codes, it’s up to you which you apply in the transaction. And they clearly advertise that the GC’s can be used like cash. Something else must be happening with your transaction, unless you did try to apply too many codes. Have you tried contacting them?

I was put in touch with actual USA support. They confirmed (at the time) gift cards could not be combined with some other promotions. It was not just me, other evidence online. BUT I think things changed around the time they signed up their new primary credit transaction company this year (PayPal was it before). I might still have the gift card that said it couldn't be combined, but I tried my **** off to get them to cards & promo to apply. This was around Xmas/New year's.
It also doesn't say they can just void a gift card at any time, or that there are limits on how much one person/account can use per month. If you go to the gift card FAQ BS section, plenty more T&C

Yeah I couldn't use a gift card on the last 4 promo code sales. Done buying these until that bs ends.

Thanks Skin, decided to get the deal because I’m always buying something on Ebay. The thing is, it’s a digital gift card and took a couple hours to be emailed. The seller, Paypal Digital Gifts sent an apology email for the delay. Not like it won’t get used but I had another item to pay for right at that time. Clearly they are aware of the delay if they are sending out an apology prior to the gift card.
