i went to harbor freight and started checking out the tool boxes. The US general are NICE boxes. I just brought back my craftsman 26" ball bearing bottoms and bought a used proto bottom instead, the black box you are considering is total garbage! they are flimsy and clunky, especially in comparison to the General boxes directly next to them. If you are questioning it now, you will definitely question it later...my 2 cents

The black chests are made out of crushed soup cans or something. They aren't very structurally sound. It's one of the few tool boxes that makes Craftsman's lower end junk look good.

That low end HF box is not meant to hold tools.
Unless pencils, pens and rulers count as tool.

If I had a ****-tonne of calipers and thin and light scientific bits , it may work. Or not.

If you are going to put screwdrivers, wrenches and handtools in it (God forbid heavy air tools) it will be a lesson on frustration and futility.

I can use a tweezers to give myself a haircut or to shave with, but the time spent and the fact that it is teh wrong tool for teh job will not go unnoticed.
Plus tweezers hurt

Most of the other HF boxes are very good values. I have the 40". That black box listed by the OP is way worse than the others and much lower quality.

As others have said, the metal is thin and easily bends. The drawers stick and the whole thing flexes and moves when you are just trying to open a drawer.

You look at the pic and think..it can't be that bad... YES IT CAN! This thing is so poorly constructed it is useless. I have ductwork in my house that would be more structurally sound as a toolbox than this garbage.

I would but I'd up what he paid me haul the junk away from $40 to $60 and then just dump the tool box in an alley somewhere on the way home (the sockets too if they're not USA made).
